The challenge
A hospital that serves a region.
ANGAU is a Level 5 facility and the second largest hospital in Papua New Guinea. It is the district hospital for Lae, the provincial hospital for Morobe, and the regional referral hospital for the Momase region, which covers about 2.8 million people across Morobe, Madang, East Sepik and Sandaun, with further referrals from the Highlands.
A hospital with that reach needs a record that holds up across every department and every handover. The partnership’s objective is to advance digital health at ANGAU and to strengthen patient care, service delivery, clinical governance and health information management.
Paper is a workflow, not a problem
The Cancer Department runs on a national registry form that follows a patient from registration to follow up. The form works. What does not work is that it lives in a filing cabinet. So the job is not to redesign the process: it is to put the form into the system so the registry builds itself as care happens.
How the work began
Department by department, with the people who run each one.
The plan was a clinical pilot: emergency, registration, admissions, then the wards. Engagement began with the Officers in Charge of departments across the hospital, followed by sessions with the remaining departments and the nursing teams. Structured departmental work began with the Medical Records team and has proceeded department by department since.
Each department’s workflow is mapped with the people who carry it out and configured in Moana with them, before anything goes into use. Configuration is not a phase at the end. Data mapping and configuration are now complete.
The departments came to us
Several departments came to the team directly after seeing the work in the clinical areas, which widened the scope beyond the original pilot. Catering wanted ward nurses to place inpatient meal orders with dietary needs attached, and invoices to go straight to the hospital’s finance office. Maintenance wanted any department to raise a job from its own dashboard into one queue.
What is being deployed
Built on open standards, aligned to national governance.
The work is aligned to Papua New Guinea’s National Digital Health Strategy 2025 to 2030 and proceeds through the established governance pathways of the Morobe Provincial Health Authority and the National Department of Health.
Moana is built on open standards so that the hospital’s data can be exchanged with national systems through named standards rather than custom connections. ANGAU owns its data. Moana maintains the system and provides support on site and remotely.
