Organisation profile

The regional referral hospital for the Momase Region.

ANGAU Memorial Provincial Hospital in Lae is a Level 5 facility. It is the district hospital for Lae, the provincial hospital for Morobe Province and the regional referral hospital for the Momase Region, which covers Morobe, Madang, East Sepik and Sandaun and a catchment of about 2.8 million people.

Moana Digital Health works with the hospital in partnership with the Morobe Provincial Health Authority (MoPHA). Every department at ANGAU has been mapped with its Officer in Charge and team and is now configured in Moana, with go live expected in the coming weeks. The full engagement is described in the ANGAU Memorial Provincial Hospital case study.

Pharmacy at ANGAU

The hospital pharmacy dispenses against prescriptions from across the hospital, supplies the wards and manages stock received from its suppliers and warehouse. Sebastian is the Officer in Charge of Pharmacy.

The challenge

Medication safety and stock control in the same system.

A hospital pharmacy must confirm that each medicine issued is appropriate for the patient, and must know at all times what it holds, where it came from and when it expires. When the dispensing record and the stock record are kept apart, a recall or a shortage is harder to act on.

The requirement was one system in which every prescription is received against the patient record and screened before issue, and in which every unit of stock can be traced from its supplier to the patient.

The approach

Reviewed with the Officer in Charge, then configured to the hospital’s practice.

The Moana Pharmacy Management System, which is production ready, was reviewed with the Officer in Charge of Pharmacy. The department’s requirements were captured and configured, and ANGAU has chosen the Moana Pharmacy Management System for its pharmacy.

The department note on Pharmacy at ANGAU describes the workflow in more detail.

Scope configured

Dispensing, stock and reporting on one system.

The Moana Pharmacy Management System is configured for:

  • Supply origin and warehouse linkage, inventory and stock control
  • Ward supply and returns, adjustments, and returned and damaged stock
  • Prescriptions received against the patient record and screened against recorded allergies and medication history, with a severity tiered finding
  • Pharmacist authorisation before any medicine is issued
  • Supplier management and purchase orders
  • Batch receipting and expiry monitoring
  • Recalls, with tracing of exposed patients
  • Cold chain records and the controlled drugs register
  • Reporting across safety, service, inventory and clinical measures

Screening findings are graded by severity and presented to the pharmacist. Clinical judgement stays with the pharmacist, and nothing is issued without pharmacist authorisation.

Because stock is receipted by batch and dispensing is recorded against the patient, a recalled batch can be traced to the patients who received it.

Governance and standards

Governance, standards and data ownership.

The work is aligned to Papua New Guinea’s National Digital Health Strategy 2025 to 2030 and proceeds through the governance pathways of the Morobe Provincial Health Authority.

The hospital’s data is exchanged with national systems through named standards, including HL7 FHIR R4. Health data remains under the control of ANGAU and MoPHA. Moana Digital Health maintains the system and provides support on site and remotely.
