Organisation profile
The regional referral hospital for the Momase Region.
ANGAU Memorial Provincial Hospital in Lae is a Level 5 facility. It is the district hospital for Lae, the provincial hospital for Morobe Province and the regional referral hospital for the Momase Region, which covers Morobe, Madang, East Sepik and Sandaun and a catchment of about 2.8 million people.
Moana Digital Health works with the hospital in partnership with the Morobe Provincial Health Authority (MoPHA). Every department at ANGAU has been mapped with its Officer in Charge and team and is now configured in Moana, with go live expected in the coming weeks. The full engagement is described in the ANGAU Memorial Provincial Hospital case study.
Medical Records and MIS
The Medical Records team in the MIS department, led by Mr Jayson Kum, Manager Medical Records, prepares the hospital’s national returns. Medical Records was the first department with which structured departmental work was undertaken at ANGAU.
The challenge
National figures that can be traced to patients.
In many health systems, monthly returns are tallied by hand from unit registers. The figures reach the national level, but they cannot be traced back to the patients they describe, and errors are difficult to find.
The requirement at ANGAU was reporting that comes from the clinical record itself, in the format the national return already uses, so that each figure can be checked against its source.
The approach
Reporting aligned with the Medical Records team.
Moana works with the Medical Records team in the MIS department to align reporting with the hospital’s national reporting obligations. Reports are generated from documented encounters and follow the existing national return format, so the return itself does not change.
The department note on Medical Records and MIS at ANGAU describes the work in more detail.
Scope configured
Returns generated from documented encounters.
Reporting is configured so that:
- Reports are generated from documented encounters rather than tallied from registers
- Output follows the existing national return format
- Each figure is traceable to its source record
- Sensitive programme data is restricted by role
- Every report is reviewed and approved by the Officer in Charge before release
Because each figure is drawn from documented encounters, a figure that appears wrong can be traced to the records behind it and corrected at source.
The approach applies to any facility that reports national returns, and is configured at ANGAU for the hospital’s own reporting obligations.
Governance and standards
Review, approval and data ownership.
The work is aligned to Papua New Guinea’s National Digital Health Strategy 2025 to 2030 and proceeds through the governance pathways of the Morobe Provincial Health Authority.
Every report is reviewed and approved by the Officer in Charge before release, and access to sensitive programme data is restricted by role. Health data remains under the control of ANGAU and MoPHA. Moana Digital Health maintains the system and provides support on site and remotely.
