Organisation profile

The regional referral hospital for the Momase Region.

ANGAU Memorial Provincial Hospital in Lae is a Level 5 facility. It is the district hospital for Lae, the provincial hospital for Morobe Province and the regional referral hospital for the Momase Region, which covers Morobe, Madang, East Sepik and Sandaun and a catchment of about 2.8 million people.

Moana Digital Health works with the hospital in partnership with the Morobe Provincial Health Authority (MoPHA). Every department at ANGAU has been mapped with its Officer in Charge and team and is now configured in Moana, with go live expected in the coming weeks. The full engagement is described in the ANGAU Memorial Provincial Hospital case study.

The TB DOTS Clinic

The TB DOTS Clinic is the referral site for Lae and Morobe Province. Treatment lasts six months, and longer for drug resistant TB, so each patient is followed over many visits.

The challenge

A long treatment course and a national reporting obligation.

Successful TB treatment depends on every dose being observed and every missed dose being followed up, over six months or longer. Household contacts must be identified and assessed, and children under five may need preventive therapy.

The clinic also reports cohort indicators that feed the National Health Plan 2021 to 2030 monitoring and evaluation framework. The requirement was a single record that supports daily treatment and produces those indicators without a separate tally.

The approach

The full pathway mapped with the clinic team.

The clinic’s pathway was mapped with its staff from screening and registration through directly observed therapy, follow up review and contact tracing to treatment outcome, and configured in Moana with them.

The department note on the TB DOTS Clinic at ANGAU describes the pathway in more detail.

Scope configured

From screening to treatment outcome, with indicators from the record.

The clinic is configured for each stage of the pathway:

  • Screening and registration
  • Rapid molecular test results delivered to the treatment card, with rifampicin resistance flagged for regimen review
  • Directly observed therapy, with missed doses generating a daily follow up list
  • Follow up review and treatment outcome
  • Household contacts registered against the index case, identifying children under five who need preventive therapy
  • Cohort reporting from the record

Cohort reporting is drawn from the record and covers case notification, treatment success, case fatality, HIV status, HIV positive patients on ART, drug susceptibility testing and preventive therapy coverage.

These are indicators in the National Health Plan 2021 to 2030 monitoring and evaluation framework, so the clinic’s returns can be traced to the patients they describe.

Governance and standards

Governance, standards and data ownership.

The work is aligned to Papua New Guinea’s National Digital Health Strategy 2025 to 2030 and proceeds through the governance pathways of the Morobe Provincial Health Authority.

The hospital’s data is exchanged with national systems through named standards, including HL7 FHIR R4. Health data remains under the control of ANGAU and MoPHA. Moana Digital Health maintains the system and provides support on site and remotely.
